John Mitchell Portland-based economist John Mitchell is the principal of M & H Economic Consultants of Portland. He is a past chairman of the Oregon Council of Economic Advisors and former chief economist of U.S. Bancorp.  He was Chief Economist of U.S. Bancorp until July of 1998 and served as Economist Western Region for US Bank until July 2007.  He has been making economic presentations on the nation and the region for more than 38 years.
